Governor Hunt's Executive Order #8The University of North Carolina at Chapel Hill takes its responsibility seriously and has made significant progress in recent years both on its own initiatives and in conforming to Governor Martin's Executive Order on these matters. Over the last five years, the tonnage of trash going to the landfill has been nearly cut in half, and in the last three years the tonnage of recycled material has doubled. In spite of our accomplishments, much more needs to be done, can be done, and will be done in the coming months and years.
The requirements of Governor Hunt's Executive Order are summarized below, together with the University's planned course of action to achieve compliance. One issue I wish to emphasize concerns the use of recycled paper. Our analysis indicates that the major deterrent to the use of recycled paper is its cost. To overcome this impediment, the University storerooms will sell all recycled paper products at the same cost as virgin paper. University departments are, therefore, expected to use paper with some recycled content.
There is no reason why this campus should not be the leader in implementing environmentally sound practices. That is our objective, and I solicit your cooperation in helping us achieve it.

Summary of Objectives and Requirements Contained in Governor Hunt's Executive Order #8 and the University's Course of Action:
1. General:
Action: Charles Button (Recycling Coordinator, Physical Plant) will coordinate waste reduction and recycling. Kelly Reed (Associate Director of Materials Support for Materials Management and Distribution) will oversee recycled paper products purchasing for the University's warehouses. Jerry Elefante (Associate Director of Materials Support for Purchasing) will oversee review of purchasing specifications on departmental requisitions.
Action: Memorandum communicating the Governor's Order.
b. Requirement: All new photocopying machines with a rating of 60,000 copies or more per month and computer laser printers must have duplexing capabilities.
Action: Materials Distribution Purchasing Division will ensure compliance.
c. Requirement: Discourage the use of disposable products where reusable products are available: acquire durable items that are readily recyclable when discarded and items with minimal packaging.
Action: Memorandum communicating the Governor's Order. Monitoring of purchase requisitions by Materials Management Purchasing Division.
d. Requirement: Ensure that all employees have access to containers for recycling (at a minimum) aluminum cans, high grade office paper, and corrugated cardboard. All State employees are required to separate identified recyclable materials and place in appropriate recycling containers.
Action: Recycling Coordinator will ensure that recycling containers are in place. Currently, containers are available to recycle newspapers; glossy magazines; clear, brown, and green glass; aluminum cans; white paper; and computer paper. Deans, directors, and department heads should support the recycling facilitators to ensure that employees segregate recyclable materials into recycling containers.
e. Requirement: Educate employees about waste reduction/recycling goals and procedures and ensure participation. Establish a network of recycling facilitators to work with the University Recycling Coordinator in carrying out this responsibility.
Action: University Recycling Coordinator will ensure compliance by communicating
with the recycling facilitators designated by the deans, directors, or
department heads, as appropriate.
Action: Require that all stationery and campus-wide memoranda printed by Printing and Duplicating be printed on recycled paper having at least 10% post-consumer recycled content. Request departments to cooperate by applying the same criteria to their acquisition of paper stock.
b. Requirement: Purchase only photocopiers and computer printers able to use paper having at least 50% recycled content including at least 10% post-consumer recycled content.
Action: Materials Management Purchasing Division will ensure compliance.
c. Requirement: Meet the following goals for the percent dollar value of all paper and paper products purchased having at least 10% post-consumer recycled content:
1993-94: at least 25%
1994-95: at least 35%
1995-96: at least 45%
1996-97: at least 55%
1997-98: at least 65%
Action: 1993-94: The University currently purchases 29% recycled paper and paper products (mostly toilet paper and paper towels). The use of recycled paper in the Copy Centers and by Printing and Duplicating for stationery and campus-wide memoranda will increase compliance. Departments are expected to respond favorably to the memorandum requesting compliance for other documents. Analyze departmental compliance. If total dollar value of recycled paper and paper products is below the required minimum we will take whatever action is necessary to ensure compliance.
d. Requirement: Review all purchasing specifications to ensure that they do not contain restrictive language or other barriers to the purchase of recycled products unless necessary to protect public health, welfare, or safety.
Action: Materials Management Purchasing Division will ensure compliance
and consult with the Recycling Coordinator for assistance.
Action: The University Recycling Coordinator will prepare report with assistance from Materials Management and Distribution.
