• What are the assumptions made in the work? How reasonable are they? What happens when you relax the assumptions?
• What are the strengths of the paper?
• What are the limitations of the paper?
• What is the "big-picture" significance of this work? (How does it advance networking research? Are there other issues that need to be resolved before this work is truly useful?)
