The Highway Safety Research Center developed a product called the Pedestrian and Bicycle Crash Analysis Tool (PBCAT) for the Federal Highway Administration. It was developed using Visual Basic 4.0 and on older version of Access. There is a complete list of ideas for improving the product that resulted from internal evaluations and external beta testing, from upgrading it to use the latest versions of Access to developing it in the latest version of VB to overcome limitations of VB 4.0 to developing a web-based version of the product.
Alternative: develop web-based examples using the software that could be completed in an interactive way on-line to determine if the software is something that would be of interest to an individual. I would envision the final product as an on-line interactive marketing tool for the software, as opposed to trying to make the entire application work on-line.
[Prof. Welch has example software.]
