Standard technique for packetizing
- select packet that will complete first assuming no future arrivals
In GPS:
- completion order of packets currently in system is independent of future arrivals
Therefore, implement using the virtual time function:
- assign virtual completion time to packet upon arrival
- packets are serviced in increasing order of these virtual completion times
