WCAG 1.0 Compliance Test
This test is very similar to the Section 508 test, except the fourteen recommendations of the W3C's Web Content Accessibility Guidelines are used as the criteria, rather than the guidelines of the Access Board.
For this test, I used Bobby to validate each site, and I tallied the number of errors encountered in satisfying Priority Levels 1, 2, and 3. I then summed the number of errors and divided the result by the number of lines of code to get the % of errors. The requirements of the WCAG 1.0 are much more stringent than those of Section 508, and this is reflected in the higher error rates encountered in this test.
