Define an eligibility curve, much like the deadline curve
Ei(t) = the amount of service that connection i should receive by time t (? to), in order that no deadline be violated by any connection anytime after time t
If connection i completes before its deadline, it becomes ineligible until time ei, where
ei = mint{ Ei(t) = wi(0, to)}
